Moscow to Create Urban Communications Aesthetics Concept
The Moscow Department of Information Technology announced the winner of the
contest for creating the concept of communication aesthetics. The company
"PrimeTelecom" was chosen for the development of the concept of architectural and
artistic design of communication facilities in the capital. The competition was launched
due to the growing number of telecommunications equipment on the streets of the
Russian capital.
“There have been many positive developments across the telecommunications sphere
in Moscow recently. These include the pilot testing of 5G infrastructure across several
zones. While the city has had to accommodate these new infrastructural developments,
the city is working to ensure that this does not impact the aesthetics of the urban
environment. This is key in the run-up to the launch of a commercial 5G network”, said
Eduard Lysenko, Head of Moscow’s Department of Information Technology.
The winner of the competition will develop engineering and architectural-aesthetic
criteria for the installation of mobile communication equipment, rules for verifying
compliance with the criteria, and regulations on marking of communication facilities.
Specialists will propose technologies for reducing the equipment’s dimensions and ways
of “hiding” cables and antennas underground.
The new regulations and recommendations will be followed by the capital’s telecoms
operators and infrastructure companies. The concept developer is also tasked with
finding solutions to minimize the operators’ expenditure in connection with the new
rules. In the II – III quarter of 2020, it is planned to create an initial version of the
concept and submit it for discussion by experts, telecom operators, urbanists, architects
and landscape designers. A pilot project will then be run to make sure that the new rules
have no adverse impact on the quality of mobile communications.
In total, it will take around three years to put the concept into practice. In the initial
phase, the new regulations on visual aesthetics will be applied only in Moscow’s
historical and tourist districts. A study will be conducted to analyses the experience of
the world’s major megacities.

city with an emphasis on innovation development and advanced technologies
applications.
